The current minimum wage is $5.85 ($12,168 annually) making the new maximum wage $182,520/year. Any amount over that will be taxed at a rate of 100 percent.
See, even they don't believe Obama's promises about people making <$200k/year. :D

What was the point of this "spoof," exactly?

Given the future date of the paper, and the tagline "All the news we hope to print", I think it's fairly obvious.

Giving out free homeless blankets/birdcage liners was a nice gesture.
But that leaves nothing useful for the real Times to be used for.

yeah, because that's what i'd do with a printing press
Gawker is reporting (http://gawker.com/5084164/fake-new-york-times-declares-iraq-war-over-heres-who-did-it)that the prank looks like the work of the liberal pranksters known as the Yes Men, who were the subject of a 2004 documentary film (http://movies.nytimes.com/2004/09/24/movies/24YES.html).

It's a left/progressive wishlist, in the form of a faux NY Times.
My favorite is Bush instigating his own indightment:
“The case is highly unusual in a number of ways,” said Bugliosi, “not the least of which is that the defendant is actually accusing himself.”
In a press conference held close to midnight yesterday at his Crawford, Texas ranch, former President Bush cited his renewed Christian faith as the catalyst for this unprecedented action. “Last month, I had a conversation with Jesus Christ. A new conversation. And I’ve been very blessed to have been born again, again. This time, for real,” Mr. Bush read in a prepared statement to half a dozen stunned reporters.
“It’s taken a lot of soul searching, or more like deep-soul diving, I think is the term. But now I see that it was wrong to lead our nation to war under false pretenses. Millions have suffered for my sins, and I see now that it is only fitting that I should suffer as well.”
:D
In reality, Bush did say in an interview he is sorry about some of his macho talk after 911 ("bring 'em on!) and the "Mission Accomplished" fiasco. He said his wife laura told him that, as president, he should be more careful about what he says.
