cygwin and rsync are killing me

OK, I setup a backup job between my windows server and a hosted linux server using cygwin / ssh / rsync on the windows side and rsync over ssh on the linux side. All was well for a while, but now it stalls out before it even transfers 100k. I did a bunch of google searching and all that I've turned up is that this is a known issue regarding buffers or something. This has been an known issue since 2004 and still it is broken.
The problem is that I can't install anything onto the linux side, so rsync was my only option. Is there anything that I'm missing here?
